Where to post
In the forum of the add-on concerned, with the Bug report prefix. One bug per thread, and a short factual title: "Streak freeze not consumed on missed day" beats "It's broken" every time.

What happens next
I reproduce it, fix it, and the fix ships in a release with your bug in the changelog. Once solved, the thread gets the Solved prefix so the next person finds the answer.
One favor: search the add-on's forum first. If someone already reported it, add your details to their thread. Two reports of the same bug in one place are worth more than two threads.
